Answer:
The nearest to your quote above is: "The Spirit himself beareth witness with our spirit, that we are children of God: and if children, then heirs; heirs of God, and joint-heirs with Christ; if so be that we suffer with him, that we may be also glorified with him" (Rom 8:16-17).

The Holy Spirit bears witness with the human spirit through the gospel (word of truth). The Holy Spirit through the gospel, which is his power to save (Rom. 1:16), tells us to believe (John 3:16), repent (2 Pet. 3:8), Confess Jesus as Lord (Rom 10:9-10), and be baptized for the remission of sins (Acts 2:38). When we obey the commands given in the Bible our human spirit (inward man) is bearing a returning witness that we have done what God tells us to do. This is our proof of salvation. The evidence of pardon is not in an emotional reaction, but in knowing that we have done what the Bible tells us to do. Please notice that in Rom. 8:16 the Holy Spirit bears witness with -- not to, but with -- our spirits that we are the children of God.
